Accessibility of this platform 

Screen reader navigation 

Most of Legislative Insight is navigable and readable with a screen reader. Recent documents are published in PDF format with text readable by screen readers. Older scanned historical documents may not be accessible, but we have added optical character recognition (OCR) to a majority of them to enhance their accessibility and increase their discoverability in search.  

There are a few areas which may cause some difficulty as you use Legislative Insight with your screen reader: 

Keyboard-only navigation 

Legislative Insight is designed to be used by keyboard only input. You can skip repetitive navigation with a global skip link, which is the first element on every page. While some elements, particularly buttons, don’t have distinct focus styles, your browser’s native focus indicator should appear without issue. 

Zoom tools and reflowing content 

Legislative is compatible and usable with tools that zoom in on the browser window or increase the size of text. Containers will resize to accommodate the larger text without obscuring or hiding pieces of the text.  

Because Legislative Insight is not coded to be responsive, elements on the page will not reflow to fit your screen’s width and you may need to scroll horizontally to view all content on the page. 
 

Accessibility Testing 

The accessibility of Legislative Insight is a continual effort at ProQuest. Accessibility standards are built into our design, and style guides and included as part of requirements in our software development and quality assurance pipeline. 

Legislative Insight code is checked for accessibility using a range of automated and manual checks including but not limited to:   Legislative Insight is tested on the latest versions of Firefox, Safari, Chrome, and Edge, and on devices including Mac and Windows computers, and Android and iOS devices.
